Here are the links to the official rules documents that have been provided by Square Enix to this point. There is a lot of things that aren't covered in it and we should be getting comprehensive rules at some point (possibly to coincide with the release of Opus II) but in the meantime, use these are the first port of call for any rules questions:

Couple of small changes been made in the above linked comprehensive rules:
5.2.1.1 has been amended to include Earth as an element (pretty funny that they originally missed this out!).
11.7.3 has been reworded slightly. It doesn't change the meaning of the rules but it's just written in a slightly clearer way.

Thanks for the update. I still had the old PDF downloaded and saw the changes they made. Funny that they did skip Earth.
We'll most likely get another update on the CR when Opus IV comes out with monsters cards.

A few more changes to the linked rules have been made as below. Mainly just rewording things or correcting grammatical issues.
The only thing that I think could actually change how a game plays out is the change to the wording on 12.4.3 (the losing the game due to damage when no cards left in the deck). As there is now a card that makes you take more than 1 damage at once (Zodiark, Keeper of Precepts 3-147L) it is relevant that you don't instantly lose the game if you need to take 3 damage with only 2 cards left in your deck. You will do them as damage one-by-one as normal and only lose when you can't do the third one. This probably can't actually save you in any way right now but with all sorts of potential cards coming in the future, there may well be something that means this leaves you with an out to not die (perhaps hitting an EX that removes something from the Damage Zone for example).
Changes:
10.1.4.2.1 now confirms that damage must be split between party members in increments of 1000
11.6.2.3 - 11.6.2.5 have been correctly renumbered to 11.6.2.2 - 11.6.2.4
11.6.2.3 (now 11.6.2.2) slightly tweaked wording which uses past tense to refer to the start of the turn
12.1 grammatical issue of 'procedure' now saying 'procedures'
12.4.3 changes rule of how taking damage with few/no cards left in the deck works Was "A player who took more damage points than the number of cards remaining in his or her deck loses the game." Now "If a player takes damage while his or her deck is empty, he or she loses the game."
12.4.4 'in' becomes 'into'
