Source: YouTube Video Stream @ 3:04It was also mentioned that they're working on advanced rulings and they want to make sure it's crystal clear for any type of player, whether you're a casual or competitive player. They're aiming for a universal rulings for it to be exactly the same in all the languages, hence them taking their time to get it right instead of rushing it. They have big plans for OP in Europe and eventually the U.S., but we were only left with teasers. European convention where the game is localized, such as MCM, Gamescon, and Japan Expo, will have tournaments. Finals will be held in their London office and eventually Japan since this is a world tour.

That's good news then. We really need good rules but it's most important that they get it right and incorrectly translated rules are even worse than no rules in the long run.
New promo looks nice too. Nicely costed at 3 for 7k which means it ticks the boxes for blocking zidane, yuffie and lann whilst the special can ensure he beats them all in combat.

An interesting card, with a very good skill that allow it to defend almost every character in the game with effectivity. However, I'm a bit deceived with so many versions to the same characters: with this promo card and the Opus II, Vincent will be 5 times in the game On the other hand, I'm very happy to know that they are working hard with the rules.

It does seem a little odd that they will now be 5 instances of the same named character with this Vincent. It surely gives a big edge to playing him in a deck when you can have so many more ways to activate his special abilities (albeit that only 3 of the 5 have a special to activate). Part of the reason that the Golbez/Gilgamesh decks are so good right now is that you get to play 9 Gilgamesh. 15 Vincent's could lead to an even more consistent deck archetype.
It's also odd that they choose more VII characters to put into Opus II when the set is primarily about IV, XII, XIV & DFF. But I suppose there is a light theme from Dirge of Cerberus with the Tsviets so maybe that is the reason there is more Vincent.

This card is super expensive right now since they're pretty limited to certain regions. It'd be nice if Square Enix can release the promos at the same time worldwide.
