Which starter deck has better cards gameplay wise? Which starter deck has better artwork?

Gameplay wise they are pretty equal, I haven't had a chance to play with either of the decks as of yet, but starters tend to be equal in my experience.
In regards to better art, in my opinion type-0 has the better art. A lot of IX art is based off of the PlayStation version which isn't bad, but not as good as type-0

I played with them at a prerelease event and they did feel very well balanced in terms of playing them against each other, however I think the Type-0 deck is probably the easier to tweak into a competitive deck (as it has a very focused strategy) whereas the IX deck is more of a collection of decent cards. Artwork is a very subjective thing but i'd also say that I prefer the Type-0 art. You can use www.fftcgmognet.com/ to search for the cards in each deck if you want to see the art for yourself. If you choose each starter deck from the 'Starter' filter you should see all the cards for each deck. Bear in mind that there are a couple of cards that have 'parallel' versions in the starter decks (which are the same card but with different art). Off the top of my head, these cards are Amarant (3-013R), Quina (3-133R), Rem (3-072R) and Arecia Al-Rashia (3-097R). It looks like Mognet is showing the starter version of all these cards except Amarant, which is showing the booster pack version.
